Outreach

Outreach provides emergency assistance to help low-income, disabled, elderly people and children meet their basic needs. Information, resources home visits, and referrals are provided to qualified individuals and families to provide necessary food, heat, hygiene products, and clothing. Outreach offices are located in Dubuque, Delaware and Jackson Counties.


Food pantry referrals are given to those in need of food assistance. Orders are called in, processed, and filled the same day. Households are able to use this service once ever two months.

In Dubuque County, the food pantry is open:

  • Monday, Wednesday, Friday afternoons from 1:30pm to 3:45pm
  • Tuesday mornings from 9:00am to 11:45pm
  • CLOSED Thursdays

In Delaware County, food pantry orders are taken two days a week, Monday and Thursday. Please call before 10:00 am either of these days to place your household’s order. Orders will be filed the same day they are called in and will be available for pick up at the food pantry between 11:00 am and 2:00pm.

Bread is available at the Dubuque County office every Thursday, except for the 3rd Thursday of the month.  The Dubuque office also has Mac ‘N’ Cheese available. These are available on a first come, first serve basis.

Jackson County also offers a Pizza Program, in partnership with Pizza Hut, Godfathers, and Happy Joes. This program helps provide food to low-income households and allows for those families and individuals to have an often unaffordable treat. Each year, more than three thousand pounds of pizza are distributed to those in need.


Hygiene products are provided for individuals and families in need. This service is made possible through generous donations by individuals and organizations. In Jackson County, clothing and household items are also available, with a limit of 10 items per household member.

The Outreach program also includes emergency assistance.  All assistance is dependent on funding. To qualify for this service, the household must meet federal income guidelines and there needs to be a utility disconnect notice, or a disconnected utility.  Emergency assistance is available once every twelve months and cannot be applied to deposit fees.
