The purpose of the survey is to help us understand what people in our communities know about Head Start and to assist us in being the best Early Childhood program in Dubuque, Delaware, and Jackson Counties in Iowa.

Head Start is a comprehensive early childhood development program that focuses on increasing the school readiness of children ages 3 to 5 from low-income families through education, health, social, and other services. We have 14 classroom centers, located in Dubuque, Jackson, and Delaware Counties that can serve up to 225 children.
Head Start is a four-day weekly preschool program that is provided at no cost to the parents, for income eligible families. Services provided include:
- Early Learning
- Screenings and follow-up for health, development, and behavior
- Health and safety
- Social and emotional development
- Family goal-setting
- Social services
- Transition services
- Services for children with disabilities
