Welcome to the Operation: New View Community Action Agency website. We hope that you find our site helpful and that it provides you with good information about our agency and the programs we provide to the low-income citizens of Dubuque, Delaware and Jackson counties in Iowa. Our agency is part of a larger community action network of agencies that serve low-income families all across America. There are 18 agencies like ours in the State of Iowa. Locally, we serve over 14,000 people in over 6,000 households each year. |

The primary purpose of a Community Action Agency (CAA) is to provide a local mechanism through which communities work together to determine the best approaches to solving the problems of poverty and act to bring together a wide range of federal, state, and local resources to implement the approaches. Fighting poverty since 1974, our agency is a locally-controlled, public non-profit agency which is uniquely structured to assist low-income citizens and families to become self-sufficient and advocate on their behalf.
