The mission of Operation: New View Community Action Agency is to mobilize federal, state, and local resources within Dubuque, Delaware, and Jackson counties to focus on planning and operating programs designed to eliminate poverty by serving the needs of low-income people and providing them with the opportunities, motivation, skills, and knowledge to become self sufficient and reach their full potential.
